If you upgrade to Windows 10 from any operation system that supports upgrading then you should be able to keep all your files and programs. You can use the Readiness Tool in the GWX App to determine what will be lost. However it’s always a good idea to make a backup of the most important files since an upgrade can fail which might result in loss of files.
However you can indeed Upgrade and keep all your personal files and programs you currently have. You will be automatically transferred to the Windows 10 version that matches your current version the most.
