This problem should easily be solved by re-enabling the service to do this follow these steps:
1. Press the Windows + R keys at the same time, then type services.msc and hit OK
2. Now locate System event notification service and double-click it.
3. Make sure the blue boxes match your settings, Startup Type should be set to Automatic and the Service should be running.
4. Change the settings to match the image and then click OK. Reboot your system
